NaCSA Pays Tribute to Late Dr. Abu Kargbo at World Bank-Hosted Memorial...

*Freetown, Sierra Leone, 7th May 2026* — The National Commission for Social Action (NaCSA) joined the World Bank and development partners today in paying tribute to the late *Dr. Abu Kargbo*, former Senior Social Protection Specialist and Task Team Lead for the *Productive Social Safety Nets and Youth Employment (PSSNYE) Project.*


The memorial ceremony, hosted by the World Bank, brought together government officials, development partners, and members of the social protection community to honour Dr. Kargbo’s life, service, and enduring contributions to Sierra Leone’s development agenda.


Speaking on behalf of NaCSA, *Commissioner Ernest Mbaimba Ndomahina* delivered an official tribute that highlighted Dr. Kargbo’s legacy as a patriot and professional whose technical expertise and compassion transformed social protection from policy frameworks into tangible hope for thousands of Sierra Leoneans.


*“Dr. Kargbo began his journey as Programme Manager of the Social Safety Net Project and went on to play a pivotal role in the design and implementation of the PSSNYE Project,”* Commissioner Ndomahina stated. *“For countless youth and poor households across Sierra Leone, his work under PSSNYE meant opportunity, dignity, and a pathway out of poverty. We also acknowledge the support of local leaders, including the Mayors of Kenema, Bo, Makeni, Bonthe, Koidu New Sembehun, and Port Loko, who would have wished to be present today.”*


Dr. Kargbo was instrumental in steering the World Bank-supported PSSNYE Project, one of Sierra Leone’s flagship social protection initiatives. His leadership expanded cash transfers, public works, and youth employment interventions to some of the country’s most vulnerable communities.


Colleagues remembered him as a consummate professional and mentor who invested deeply in building the next generation of social protection practitioners. His approach combined analytical rigor with an unwavering focus on results for the poor.


The World Bank Country Office commended Dr. Kargbo’s partnership and commitment, noting that his work laid strong foundations for ongoing social protection reforms in Sierra Leone.


NaCSA extended heartfelt condolences to Dr. Kargbo’s family, colleagues, and all who were touched by his service.
