NaCSA and SLRA Sign MOU to Boost Collaboration on Feeder Road Rehabilitation*

In a striking step towards enhancing rural infrastructure and improving access for communities, the National Commission for Social Action (NaCSA) and the Sierra Leone Roads Authority (SLRA) have formalized a new partnership aimed at improving the rehabilitation of feeder roads across the country. The two institutions signed a Memorandum of Understanding (MOU) during a meeting between the NaCSA Commissioner and the SLRA Director General in Freetown.
The agreement will strengthen cooperation on the delivery of feeder road works under the Pro-Poor Growth for Peace Consolidation and Youth Employment (GPCYE) projects and other NaCSA-led initiatives.
Both parties agreed that improved road infrastructure is critical to connecting rural communities, enhancing agricultural productivity, and stimulating economic growth.
In his remarks, NaCSA Commissioner - Ambassador Ernest Mbaimba Ndomahina highlighted the strategic importance of the partnership, noting that well-constructed feeder roads can significantly improve access to markets, healthcare, and education in underserved areas. He stressed that the MOU provides a framework for coordinated action, efficient use of resources, and the application of technical standards that ensure durability and quality.

The SLRA Director General- Alfred Jalil Momodu welcomed the collaboration, affirming that the partnership will promote technical excellence, cost-effectiveness, and timely delivery of road projects. He understood SLRA’s commitment to providing engineering expertise and oversight to ensure that all feeder road works meet national standards.

Under the terms of the agreement, NaCSA and SLRA are poised to deliver more efficient, impactful, and sustainable feeder road projects—opening new pathways to opportunity for rural communities nationwide. They will also work jointly on project planning, technical assessments, implementation, and rigorous monitoring to ensure that feeder road projects meet the highest standards while delivering maximum impact for communities across Sierra Leone. This will enable both institutions to maximize the impact of investments in rural infrastructure while contributing to the Government’s broader development priorities
The MOU represents a key milestone in fostering inter-agency collaboration for sustainable development, positioning both NaCSA and SLRA to deliver tangible improvements in road access for communities across Sierra Leone.
This collaboration directly supports the Government’s national development priorities, creating a foundation for economic growth, improved service delivery, and rural transformation.
