As part of HE Julius Maada Bio's Job Creation Agenda,* *NaCSA Hosts Intensive Training on Economic Inclusion for BDOs, Coaches, and other Staff...


*Monday 7th July 2025, West End Palace, Freetown, Sierra Leone* – In a bold move toward strengthening inclusive development and delivering on national social protection priorities, the National Commission for Social Action (NaCSA) has launched a high-level, three-week training on Economic Inclusion Implementation Processes and Procedures. The program, currently underway at West End Palace in Freetown, draws participation from Business Development Officers (BDOs), Coaches, and NaCSA field and headquarters staff spanning the country.


This capacity-building effort is part of NaCSA’s broader strategic ambition to refine operational delivery and amplify impact at the community level. The training curriculum delves into practical themes such as beneficiary targeting, livelihood support planning, entrepreneurship development, financial inclusion strategies, and results-driven monitoring frameworks tailored to local socio-economic dynamics.


Delivering the keynote address during the opening ceremony, Ambassador Ernest Mbaimba Ndomahina, Commissioner of NaCSA, underscored the program’s alignment with President Bio’s national transformation agenda.

*“Our convening today aligns squarely with the transformational agenda set forth by His Excellency, Dr. Julius Maada Bio—whose vision for Sierra Leone by 2028 is bold, ambitious, and rooted in people-centered progress. This vision calls upon every institution and citizen to contribute meaningfully to national development. At NaCSA, we have embraced this challenge wholeheartedly, ensuring that every intervention we lead contributes directly to the overarching goal of creating 500,000 jobs nationwide—a promise made, and a commitment being kept.”*


Ambassador Ndomahina further emphasized the institutional weight behind the exercise:

*“This training is not merely procedural—it is foundational. It represents a strategic moment of reflection, learning, and renewed purpose. Our Business Development Officers, Coaches, and frontline staff are not just implementers; they are the face of NaCSA in the communities we serve. Through your dedication, innovation, and integrity, we will bring real opportunities and lasting change to those living in poverty and exclusion.”*


Echoing this sentiment, Mr. Idris Turay, Senior Director and National Coordinator for the National Social Protection Secretariat (NSPS), highlighted the critical importance of contextual execution and community ownership.

*“Economic inclusion must move beyond theory—it must be experienced tangibly by the most vulnerable. Through this intensive training, we are equipping our BDOs, Coaches, and NaCSA personnel with practical tools, contextual knowledge, and adaptive skills to deliver inclusive programming that uplifts lives. We must be deliberate, evidence-informed, and deeply grounded in the realities of our people. Our success will be measured not by policy alone, but by transformation on the ground.”*


The training is technically facilitated by CCM Consultancy in collaboration with development partners, including the World Bank. Key facilitators include Ms. Rita, World Bank Social Protection Consultant, and Md. Olufela Adeyemi, CCM representative and senior advisor. Both experts emphasized the need for adaptive learning ecosystems, iterative program refinement, and human-centered engagement strategies.


Delivered through a participatory learning model, the program incorporates hands-on group exercises, field-based simulations, technical deep-dives, and collaborative planning workshops. It will culminate in the development of district-level action plans tailored to local implementation contexts, ensuring that economic inclusion strategies are not only standardized but community-responsive.


As Sierra Leone strengthens its social safety net architecture and doubles down on economic empowerment, this training marks a watershed moment. It reinforces NaCSA’s commitment to building the right systems, nurturing capable personnel, and embedding accountability to achieve inclusive, equitable, and lasting outcomes.
