NaCSA and NSPA Leadership Meet to Advance Operationalization of the National Social Protection Authority...


*Wednesday 23rd July 2025, NaCSA House, 14 – 16 Charlotte Street* - The Commissioner of the National Commission for Social Action (NaCSA), Ambassador Ernest Mbaimba Ndomahina, recently held a strategic meeting with the Director-General of the National Social Protection Authority (NSPA), Mr. Abu Bockarie Kokofele, to discuss critical steps toward the full operationalization of the newly established Authority.


Recognizing the urgency of activating the NSPA’s mandate, both leaders reaffirmed their commitment to a coordinated and accelerated rollout of institutional functions. As part of interim arrangements, NaCSA has offered its premises to host NSPA meetings and facilitate essential activities that are foundational to the Authority’s effective functioning.


Ambassador Ndomahina emphasized the national imperative for swift action, citing growing public demand for inclusive and responsive social protection services.

Among these priorities, social protection stands as a cornerstone for inclusive growth and economic resilience. It is central to realizing His Excellency’s bold commitment to creating 500,000 jobs and lifting vulnerable populations out of poverty. At NaCSA, we recognize the urgency and the opportunity. That is why we are fully committed to providing the institutional, logistical, and technical support needed to ensure the National Social Protection Authority becomes fully operational and impactful,”* Amb. Ndomahina stated.


In response, the former Commissioner of NaCSA DG Kokofele expressed deep appreciation for the collaborative spirit and institutional solidarity demonstrated by NaCSA.


*“I bring to this role a wealth of experience, and since my appointment in May, we have made meaningful progress toward establishing a fully functional and responsive Authority. Our mandate is now active, and we are firmly on course to deliver on both our institutional objectives and the broader national aspirations articulated by His Excellency. The strong and collaborative relationship between NSPA and NaCSA reinforces my confidence that our shared vision for an inclusive and transformative social protection system will be realized,”* DG Kokofele affirmed.



It is worth recalling that on May 24, 2025, His Excellency Rtd. Brigadier Dr. Julius Maada Bio appointed Mr. Abu Bockarie Kokofele as the inaugural Director-General of the NSPA, following the enactment of the Social Protection Act of 2024. The Act formally established the NSPA as the central body responsible for coordinating, regulating, and streamlining social protection programs across Sierra Leone.


This meeting marks a pivotal moment in Sierra Leone’s journey toward building a resilient, inclusive, and gender-responsive social protection system—one that is capable of delivering transformative impact for vulnerable populations nationwide.
