The Commissioner for the National Commission for Social Action (NaCSA) – Ernest Mbaimba Ndomahina has on Tuesday 11th March 2025 met with the Human Capital Development division of the Economic Community for West African States (ECOWAS). The discussion mainly focused around the Catalytic Fund and its potential to support incubators that drive skills development and entrepreneurship.
In his welcome address, the Commissioner of the National Commission for Social Action (NaCSA), Ambassador Ernest Mbaimba Ndomahina, provided a thorough overview of the commission's initiatives and underscored the strong commitment of His Excellency Dr. Julius Maada Bio to the development of human capital in Sierra Leone. *“President Bio's Human Capital Development agenda is not just a policy; it is a visionary approach aimed at equipping Sierra Leoneans with essential skills and resources. This initiative is designed to ensure that they can thrive in the 21st century and engage fully in the global economy,”* he explained.
Ambassador Ndomahina further elaborated on the strategic positioning of NaCSA within the framework of national development. He highlighted the organization’s demonstrated ability to implement effective development programs that primarily focus on empowering marginalized groups, especially women and young people. *“NaCSA is actively engaged in various projects that are crucial for fostering social and economic empowerment,”* he noted. *“These projects are supported by our trusted donor partners, including the World Bank, Islamic Development Bank, KFW, UNICEF, and the Government of Sierra Leone, all of whom play a vital role in our efforts to drive sustainable development in the country. Through these initiatives, NaCSA continues to make strides toward enhancing the quality of life for Sierra Leoneans and fostering inclusive growth across various sectors.”* He ended.
Mr. Ruben, the Programme Coordinator for the ECOWAS delegation, spoke warmly on behalf of his team, conveying their sincere appreciation to the Commissioner and his staff for the gracious reception they received. He elaborated on the fundamental objectives of their visit, underscoring the vital role of regional cooperation in driving forward human capital development across West Africa. *"We are here to enhance collaboration with our counterparts in Sierra Leone’s Human Capital Development (HCD) sector. Our aim is to align our strategies and share best practices that will empower our communities,"* Mr. Ruben explained.
Dr. Susan Robert, NaCSA’s Senior Director for Programme Development and Quality Assurance, assured the team that NaCSA operates in a decentralized manner, with substantial evidence of project successes. *"We have offices in all regions, districts, and major chiefdoms, with our headquarters located in Freetown. Our programs reach every part of the country, supported by available data that drives project implementation. Rest assured, NaCSA is the institution you are looking for,"* she noted with a warm smile.
Madam Regina Saffa is the Senior Director of Programs at NaCSA, she expressed that NaCSA has previous implemented programs funded by ECOWAS and the results recorded remain great. *‘’We are eager to continue this partnership because we know it is in the best interest of the people we serve.’’* She noted. Similar words of assurance were also provided by the Director of Field Operations – Mr. Maada Ngombu and the System Specialist Mr. Konneh.
The meeting concluded on a positive and hopeful note, as participants shared encouraging updates and ideas for possible future collaboration.
