NaCSA and Statistics Sierra Leone Sign Amended MoU to Strengthen Data collaboration for PSSNYE Project...


*Friday, April 8, 2026 – NaCSA House, Freetown* – The National Commission for Social Action (NaCSA) and Statistics Sierra Leone have formally signed an amended Memorandum of Understanding (MoU) to deepen collaboration on the Productive Social Safety Nets and Youth Employment (PSSNYE) Project. The signing ceremony was led by the Commissioner of NaCSA, Amb. Ernest Mbaimba Ndomahina, and the Statistician General of Statistics Sierra Leone, Andrew Bob Johnny, marking a significant milestone in advancing evidence based social protection programming in Sierra Leone.


Commissioner Ndomahina emphasized the importance of robust data systems in driving Sierra Leone’s social protection agenda. He noted that the partnership would enable NaCSA to expand the Social Protection Registry for Integrated National Targeting (SPRINT), achieve national coverage, and continuously improve programme delivery. *“This MoU reflects our shared commitment to transparency, accountability, and evidence based decision making. By strengthening data collaboration, we are building the foundation for more inclusive and resilient social programmes. This is a demonstration of the dictates of the Big Five Game Changers as put forward by His Excellency Dr. Julius Maada Bio,”* he stated.


Commissioner Ndomahina further explained that the President’s *“Big Five Game Changers”* – human capital development, job creation, infrastructure, technology and agriculture – provide the guiding framework for national transformation. He stressed that the amended MoU directly supports these priorities by ensuring that social protection programmes are backed by credible data, enabling government to target resources more effectively, create employment opportunities for young people, and strengthen resilience in vulnerable communities. *“The vision of His Excellency is clear: to build a Sierra Leone where every citizen has access to opportunity and protection. This partnership with Statistics Sierra Leone is one of the practical steps toward realizing that vision,”* he added.


Statistician General Andrew Bob Johnny underscored the strategic role of Statistics Sierra Leone in ensuring that data collection and management processes meet the highest standards of accuracy and integrity. He highlighted that the collaboration would not only support targeting and enrolment of beneficiaries but also provide critical insights for monitoring outcomes and evaluating impact. *“Reliable data is the backbone of effective policy. Through this partnership, we are ensuring that decisions on social protection and youth employment are informed by credible evidence,”* he affirmed.


The MoU further stipulates that all data and information sharing relating to beneficiaries and social protection programmes between the parties, donor organisations, partners, and the public shall be conducted in strict accordance with the laws of the Republic of Sierra Leone. This includes adherence to national data protection regulations and international best practices in safeguarding confidentiality.


By formalizing this partnership, NaCSA and Statistics Sierra Leone have reinforced their joint commitment to advancing social protection and youth empowerment. The collaboration is expected to enhance targeting efficiency, strengthen programme monitoring, and ensure that interventions under the PSSNYE Project deliver measurable results for communities across Sierra Leone.
