*Freetown, Sierra Leone — August 12, 2025* In a significant step toward enhancing transparency, accountability, and impact in national development programs, the National Commission for Social Action (NaCSA) and the National Monitoring and Evaluation Agency (NaMEA) have officially signed a Memorandum of Understanding (MoU) to deepen collaboration on project oversight and results-based implementation.
The signing ceremony, held at the Chief Minister’s office - State House, brought together senior officials, development partners, and civil society representatives to witness the formalization of a partnership aimed at improving the monitoring, evaluation, and learning frameworks across NaCSA’s diverse portfolio of social protection and community development initiatives.
Speaking at the event, the Commissioner of NaCSA – Ambassador Ernest Mbaimba Ndomahina outlined the Commission’s ongoing interventions, which include the Productive Social Safety Net and Youth Employment (PSSNYE) Project, the Pro-poor Growth for Peace Consolidation and Youth Eamployment (GPCYE), the Sierra Leone Community Driven Development (SLCDD) Project and the Community Demand Driven Project (CDDP). He emphasized that these projects have reached thousands of vulnerable households and contributed meaningfully to poverty reduction and resilience building across Sierra Leone.
On behalf of His Excellency Dr. Julius Maada Bio, Ambassador Ndomahina expressed deep appreciation to NaMEA for its consistent support and technical guidance.
He reiterated that with President Bio’s unrivalled commitment to inclusive development, NaCSA is accelerating the implementation of the Big Five Game Changers, a transformative agenda focused on human capital development, job creation, infrastructure, technology, and governance.
*“With the President’s visionary leadership and NaMEA’s strategic partnership, we are confident that NaCSA will continue to deliver impactful results that uplift communities and strengthen national progress,”* Ambassador Ndomahina stated.
In his remarks, Dr. James Edwin, Head of NaMEA, reflected on the longstanding collaboration between the two institutions. He noted that NaMEA has worked closely with NaCSA on various projects, providing technical support in data collection, performance tracking, and impact evaluation.
*“This MoU reaffirms our commitment to supporting NaCSA in achieving its project goals. We will continue to provide the necessary tools, expertise, and oversight to ensure that every intervention delivers measurable benefits to the people of Sierra Leone,”* Dr. Edwin affirmed.
The MoU outlines joint efforts in capacity building, data sharing, field monitoring, and evaluation reporting. It is expected to enhance evidence-based decision-making and foster a culture of accountability across NaCSA’s operations.
As Sierra Leone continues to prioritize inclusive growth and social protection, the partnership between NaCSA and NaMEA stands as a model of institutional synergy and shared purpose—driven by a collective resolve to improve lives and build a more resilient nation.
