The National Commission for Social Action (NaCSA) on Wednesday, 18th March 2026, successfully hosted a pre-bid meeting for the German-funded GPCYE Project, supported by KfW. The meeting brought together prospective contractors, technical personnel, and senior management of the Commission to provide clarity on the bidding process and requirements.
The meeting was called to order by the Director of Programs (DOP), Mr. Moses Bassie, who welcomed participants and emphasized the importance of adherence to established procurement procedures. He noted that the pre-bid meeting serves as an essential platform for ensuring that all prospective bidders are adequately informed and guided to submit responsive and compliant bids.
In his opening address, the Commissioner, *Ambassador Ernest Mbaimba Ndomahina*, extended warm greetings to participants and highlighted the significance of the GPCYE Project in promoting inclusive growth, strengthening peace consolidation, and addressing youth employment challenges. He reiterated the Commission’s commitment to transparency, accountability, and fairness throughout the procurement process.
*Ing. Alvic Deveneaux*, supported by his team, subsequently provided a detailed presentation on the pre-bid process. The presentation covered key elements of the bidding procedures, including technical requirements, evaluation criteria, submission guidelines, and timelines. The session was delivered with clarity, ensuring that all participants had a comprehensive understanding of the expectations and requirements.
This was followed by an interactive discussion session, during which participants sought clarifications on various aspects of the bidding documents and process. The question and answer segment provided an opportunity to address concerns and align expectations between the Commission and prospective contractors.
The Deputy Commissioner, *Dr. Susan Robert*, further provided insights on issues raised during the discussions. She stressed the importance of strict compliance with the stated guidelines and encouraged bidders to demonstrate professionalism and diligence in the preparation of their submissions.
In her closing remarks, the Deputy Commissioner *Dr. Robert* expressed appreciation to all participants for their active engagement and constructive contributions. She reaffirmed the Commission’s commitment to a fair and transparent procurement process and encouraged all bidders to make effective use of the guidance provided.
