*Monday 11th Novermber 2025 – 7th Floor, NaCSA House* - In a moment of renewed optimism and strategic collaboration, the National Commission for Social Action (NaCSA) welcomed the World Bank Implementation Support Mission for the Productive Social Safety Net and Youth Employment (PSSNYE) project. This engagement marks a pivotal chapter in Sierra Leone’s journey toward inclusive growth, social protection, and youth empowerment.
The distinguished World Bank delegation included Robert S. Chase, Practice Manager for Social Protection and Jobs; Asha Monifa Williams, Senior Social Protection Specialist; and Hannah Buya Turay, Social Protection and Human Capital Specialist.
In a gesture steeped in Sierra Leonean tradition, NaCSA Commissioner Amb. Ernest Mbaimba Ndomahina received the team on behalf of His Excellency President Dr. Julius Maada Bio, offering kolanut and water—a symbol of peace, hospitality, and unity.
During the meeting, Commissioner Ndomahina presented a compelling overview of the Commission’s progress under PSSNYE. *‘’Over the past year, NaCSA has enrolled more than 11,000 beneficiaries into the Social Safety Net and nearly 6,000 into Economic Inclusion programs across five pilot districts, supported by 200 dedicated business coaches. Through initiatives like Sustainable Cash-for-Work and Green Public Works, thousands of women and youths have gained employment and childcare support and contributed to environmental restoration. Digital public works and youth enterprise grants have empowered over more than 10,000 young people, while the near-complete Youth Portal is poised to revolutionize access to jobs and training across the country.’’* Amb. Robert S. Chase expressed heartfelt appreciation for the warm welcome and reaffirmed the World Bank’s unwavering commitment to supporting Sierra Leone’s efforts to create jobs, reduce poverty, and build resilient communities.
Echoing the Commissioner’s remarks, NaCSA’s Deputy Commissioner (Appointee-Designate) – Dr. Suzan Robert emphasized the strategic alignment of PSSNYE with the national development framework and reiterated NaCSA’s readiness to deliver on its mandate.
Senior Director Idris Turay underscored the urgency of scaling up the project, advocating for additional financing to expand its reach and deepen its impact. In her closing remarks, Senior Director of Programs Md. Regina Saffa passionately affirmed the team’s readiness to showcase the transformative results of their work.
The Senior Director for Support Services – Fedrick Koffi Addai, the Director of Finance – Yussuf Ibrahim, the Director of Human Resources and Administration, and other specialists were in attendance.
The courtesy call concluded with two powerful takeaways: the team’s preparedness to demonstrate tangible impact and the critical need for additional resources to sustain and scale the momentum. This meeting not only celebrated progress—it reaffirmed a shared vision for a more inclusive, empowered, and resilient Sierra Leone.
