The Commissioner of the National Youth Commission (NAYCOM), accompanied by the project technical team, paid a courtesy call on the National Commission for Social Action (NaCSA) as part of preparations for the upcoming launch of the Youth Employment and Entrepreneurship Project (YEEP).
They were received by NaCSA Commissioner, Ambassador Ernest Mbaimba Ndomahina, and Deputy Commissioner, Dr. Susan Robert. The meeting allowed both institutions to align on implementation arrangements, beneficiary verification procedures, data management systems, and accountability mechanisms ahead of the programme rollout. Discussions were held in a spirit of collaboration and shared commitment to transparent, credible delivery.
During the engagement, the NAYCOM Commissioner presented an overview of the project implementation framework. He outlined a structured, technology-driven system for processing beneficiary applications. Service Providers will handle community mobilization, training delivery, and attendance monitoring, while NaCSA, as the fiduciary institution, will oversee data validation and ensure compliance with project requirements.
Technical teams from both institutions reviewed the beneficiary verification process in detail, including data cleaning, identity validation, automated screening tools, and attendance tracking. NaCSA’s Internal Audit Unit emphasized the need for comprehensive records and strong internal controls to support future external audits, donor reviews, and parliamentary oversight.

The courtesy call concluded positively, with both institutions reaffirming their commitment to close collaboration, improved inter-agency communication, and proper maintenance of all project documentation in line with donor and government standards.
The visit forms part of wider preparations for the launch of the YEEP beneficiary portal and the rollout of interventions designed to create economic opportunities, support entrepreneurship, and improve livelihoods for young people across Sierra Leone.
