Sierra Leone and Germany Strengthen Ties Ahead of 2025 Development Cooperation Talks in Bonn...

*_Bonn, Germany, October 21, 2025 –_* The Government of Sierra Leone delegation arrives in Bonn Germany ahead of the 2025 Intergovernmental Negotiations on Sierra Leonean–German Development Cooperation, scheduled for 22 to 23 October in Bonn, Germany.


This year’s talks mark the first time in many years that the negotiations will take place in Germany, underscoring the renewed commitment of both countries to deepen their long-standing partnership in advancing sustainable development.


Leading the Sierra Leonean delegation is the Minister of Planning and Economic Development, Ms. Kenyeh Barlay, accompanied by senior officials from key government ministries and agencies. The delegation includes , Commissioner of the National Commission for Social Action (NaCSA), Ambassador Ernest Mbaimba Ndomahina; Chief Medical Officer at the Ministry of Health, Dr. Sartie Mohamed Kenneh; Deputy Financial Secretary Mr.Morie Momoh ,Director of the Development Assistance Coordination Office at the Ministry of Planning and Economic Development, Ms. Abie Elizabeth Kamara; Director of Climate-Smart Agriculture and Food Security at PI-CREF, Dr. Patrick M. Kormawa; and Sierra Leone’s Ambassador to the Federal Republic of Germany, Ambassador M’Baimba Lamin Baryoh.


In its invitation, the German Government reaffirmed its continued support for Sierra Leone’s development agenda, particularly the implementation of the Medium-Term National Development Plan (2024–2030) and the country’s commitment to achieving the Sustainable Development Goals (SDGs).


Speaking ahead of the meeting, Minister Kenyeh Barlay described the negotiations as a significant opportunity to reinforce the partnership between Sierra Leone and Germany. She noted that the cooperation between the two nations has already produced meaningful outcomes across sectors such as health, energy, governance, and agriculture.


“Our cooperation with Germany continues to deliver tangible results across key sectors including health, energy, governance, and agriculture,” Minister Barlay said. “This meeting provides an opportunity to deepen our collaboration and align support with Sierra Leone’s national development priorities under the Medium-Term National Development Plan.”


She further expressed appreciation for Germany’s confidence in Sierra Leone’s reform agenda, emphasizing that the government remains committed to building a resilient economy and driving inclusive growth.

The 2025 Intergovernmental Negotiations will address priority areas such as climate-smart agriculture, renewable energy, health system strengthening, and social protection. The outcomes of the talks are expected to shape the framework for Germany’s bilateral assistance to Sierra Leone over the next two years, reaffirming both nations’ commitment to sustainable growth and development.
