*State House, 2nd December 2025* - Today, the Commissioner of the National Commission for Social Action (NaCSA), Ambassador Ernest Mbaimba Ndomahina, together with his Deputy, Dr. Susan Robert, paid a courtesy visit to the Principal Executive Adviser to the President on the Public Service and Head of the Public Sector Reform Unit (Cabinet Rank), Dr. Emmanuel A.R. Gaima. This engagement underscores the importance of institutional collaboration and the collective responsibility of leaders to drive forward the national development agenda.
It could be recalled that during the recent Cabinet Retreat, the relationship between Ambassador Ndomahina and his former Deputy Commissioner, Sir Jimmy Batilo Songa—now Chairman of the Sierra Leone People’s Party (SLPP)—was highlighted as a model of teamwork and mutual respect. That partnership was cited as one that should be replicated across Ministries, Departments, and Agencies (MDAs) to foster unity of purpose and strengthen delivery. Ambassador Ndomahina’s leadership style, marked by inclusivity and collaboration, has consistently emphasized that institutional success depends on collective effort. Dr. Susan Robert, in her role as Deputy Commissioner, has complemented this vision by bringing technical expertise and a strong commitment to operational efficiency. Their joint visit to Dr. Gaima reflects a shared understanding that reform and innovation in the public service require synergy across institutions.
His Excellency, President Dr. Julius Maada Bio, has outlined the Big Five Game Changers—a transformative agenda designed to reposition Sierra Leone’s development trajectory. These include Feed Salone to ensure food security and agricultural productivity; Human Capital Development through investments in education, health, and skills; the Youth Employment Scheme to create sustainable jobs for young people; Revamping the Public Service Architecture to build efficiency and accountability; and Technology and Infrastructure Expansion to modernize systems for growth. The successful implementation of these priorities demands unity, collaboration, and a shared sense of responsibility. The visit by NaCSA’s leadership to Dr. Gaima is a practical demonstration of this ethos: working together across institutional boundaries to actualize the President’s vision.
Ambassador Ernest Mbaimba Ndomahina stands out as a leader who embodies inclusivity and partnership, ensuring that NaCSA remains a model of collaborative governance. Dr. Susan Robert brings technical acumen and operational focus that strengthen NaCSA’s capacity to deliver on social protection and youth employment. Dr. Emmanuel A.R. Gaima, as a reform strategist at the heart of public service transformation, provides guidance to ensure that institutional reforms align with national priorities.
The courtesy visit is more than a symbolic gesture; it is a reaffirmation of the collective responsibility to work together as Sierra Leoneans. By replicating the spirit of collaboration demonstrated by Ambassador Ndomahina and Sir Jimmy Batilo Songa, and by aligning institutional efforts with the President’s Big Five Game Changers, Sierra Leone can accelerate its journey toward inclusive growth, accountability, and national transformation.
