Wrap-Up Meeting on GPCYE Implementation Support Mission, Key Insights and Outcomes...


*NaCSA House, Wednesday 21st May, 2025* - The conclusion of the Pro-Poor Growth for Peace Consolidation and Youth Employment (GPCYE) Project implementation support mission was marked by a wrap-up meeting, presided by the Commissioner for the National Commission for Social Action (NaCSA) – Ambassador Ernest Mbaimba Ndomahina.


This session brought together technical staff and other stakeholders from the Government of Sierra Leone and the German Development Bank (KfW) to assess progress, discuss challenges, and outline future steps.


The meeting further served as an opportunity for both NaCSA and KfW to reflect on the mission's achievements and identify areas requiring further intervention. The meeting took deep delve into the effectiveness of implemented programs and the impact on target communities.


Commissioner Amb. Ernest Mbaimba Ndomahina reaffirmed the continued and demonstrated commitment of His Excellency Dr Julius Maada Bio to inclusive development and stakeholder collaboration. He assured participants that *"His Excellency Dr Julius Maada Bio has, through the national development plan, has committed to ensuring a people-centric development. The Feed Salone agenda is building communities, improving food security, and developing the human capital of this country.’’* He noted.


Commissioner Ndomahina emphasized that the GPCYE Project aligns with the President’s Development Agenda, particularly in empowering rural youth through employment and job creation. He acknowledged the contributions of donor partners, especially the Government of Germany, whose continued funding has been instrumental in the project's success.

In his succinct update,


Michael Nogues, the technical lead for KFW, expressed his satisfaction with the implementation status of the GPCYE project. Michael highlighted the impact of infrastructure projects under the GPCYE initiative, particularly in bridges, feeder roads, and culverts, which enhance access to farm produce and improve local economies.


He noted that the construction of the Koakor Bridge in Kono District and the Kufuru to Layadi road in Kambia District were significant milestones in improving transportation and accessibility for rural communities.


He admired the collaborative efforts between NaCSA, the German Development Bank (KFW), and local engineers, stating that their combined expertise has ensured the successful implementation of these projects. He encouraged stakeholders to continue supporting development programs like the GPCYE, as it plays a crucial role in economic growth, social integration, and sustainable development.


Regina Sia Saffa is the senior director of Programs for NaCSA. In her opening statement, she noted that the meeting is a reflection on the achievements and lessons learned from the GPCYE implementation support mission.


During an exclusive interview with the GPCYE Program Manager, Salifu Mansaray emphasized the project's impact on youth employment and rural development. He stated:

*"The GPCYE Project has been instrumental in improving employment and income opportunities for young people in rural communities. Through the construction of feeder roads, bridges, and grain storage facilities, we have enhanced economic infrastructure. This initiative is a testament to the power of collaboration between NaCSA, the Government of Sierra Leone, and our donor partners, particularly the German Development Bank (KFW). As we move forward, we must ensure that these investments are sustained and continue to benefit communities for generations to come.’’* He ended.


The meeting ended with critical and programmatic contribution from experts including the Senior Director for Programme Development and Quality Assurance – Dr Susan Robert, the Programme Manager for the Sierra Leone Community Driven Demand (SLCDD) project – Momoh Juana and Monitoring and Evaluation Programme Manager – Deen Tawarally.
